obviously she's distraught by the officiating. more high boots than a Rockettes show.
Finally tracked down the source of this. It's from a 1968 issue of Look and Learn, a weekly children's magazine. The full caption read "So That's Why… Football is Soccer. Queen Elizabeth I was horrified by the brutish sport and promptly banned the game."
I knew I recognised that style; I used to work for an image library which sub-licensed the Look and Learn collection.
